Current UK legislation requires any person or company offering car park facilities to conduct a safety audit, and where vehicle speed in any area shared with pedestrians is a manageable risk, speed bumps (or speed retarders, sleeping policemen etc) are acknowledged to be the most effective speed risk management tool. The Heath & Safety Executive have also stated that where no pavement exists, speed bumps are the ideal way to zone pedestrian walkways in areas shared with vehicles (i.e. car parks, drives & access roads).
